How to find a tangent points to the circle from a given point outside the circle?

1) Draw a circle from given point in such a way that it passes through centre of other circle.

2) Now, draw a line from the external point to the circle where the points of that circle touches the points of of other circle.

3)This line is tangent to the circle.
