it's nothing but the no of replaceable OH—ions present in atom
and it's not same for all elements and it's differs in acid base salts and ions

The OH- ions are responsible for the basicity of a solution.
The more the number of OH- ion , more is it's basicity.

It can be determined using a pH paper.
It's colour ranges from light blue to dark blue.
