it's very simple
if the first decimal number is from 1-4 then the number stays...if it's 5 then u can't round it off has it is exact half...if it exceeds 5 then the numbers gets 1 added
for example 3.4 will be 3
5.5 will remain as 5.5
6.7 will be 7
