Explanation:

When the resistors are connected in parallel then we get the value of least resistance of the resistors because as the the area of cross section of the resistor increases the total resistance decreases and so we can easily find the least resistance of all the resistors connected in parallel.

If you talk about single resistor then we can only find the range of the resistance but not the least resistance . You can assume that the the lower limit of the resistance as the least resistance.
