How to find the oxidation state of a element?

Count the valance electron number of the element.
e.g.
Na- 2,8,1 the valance electron number is 1 so its oxidation state is +1.But for heavier element it does not work.There is concept named INNERT PAIR EFFECT. For them the oxidation state is (n-2) where n is valance electron number.
e.g
pb has +2 oxidation state.
