Answer:

The valency of any element can be found by writing the electronic configuration of that element.

After writing electronic configuration, The number of electrons the element has to gain/loss to attain the octet structure is your valency  

Examples:-

Al

Atomic number-13.

Configuration:- (K-2, L-8, M-3)

Aluminium has to loose 3 e- to attain the octet structure.

Hence, Valency is 3

Cl

Atomic number-17.

Configuration:- (K-2, L-8, M-7)

Chlorine has to gain 1 e- to attain the octet structure.

Hence, Valency is 1.
