Valency is the count of electrons required to obtain octet configuration.

So by knowing the atomic configuration one can easily find its valency.

For example:

Consider Chlorine(Cl):

Its config is : 1s²2s²2p⁶3s²3p⁵

As 3p⁶ is closest octet configuration, So Cl⁻ is formed.

There for its valency is -1
