Valency is the concept of element or charged compound not neutral compounds. Since, Ammonia is neutral compound so we cannot define its valency but its charge is zero as its neutral.
Ammonium ( NH4+)is a charged compound has its valency 1 and not +1 as + indicate charge not valency whereas 1 represent its valency.
