For lithium-ion batteries, the maximum output current is determined by the diffusion rate of lithium ions in the cathode material.

During discharge, lithium ions detach themselves from the carbon anode inside the cell, and flow through the electrolyte and reattach themselves to the cathode. An electron makes the corresponding transfer via the external circuit (this is what drives the electronics).

The maximum current the cell can supply (i.e. the maximum amount of electrons or charge that can be supplied by the cell per second) is therefore dependant on how many lithium ions can flow inside the cell. And by today's lithium technology, the limiting factor is how quickly the lithium ion can become incorporated into the cathode, a process known as intercalation.
