it's just simple , every atom in this world wants to attain an stable configuration or state, so they tries to achieve this by making electrons equal to nearest noble gas ,since they are stable. They either gain or lose electron from their outer or valence shell. ex .. if I take Al ( aluminum) as an example ..so it have 13 e- and if u divide it in respective shells _ 2,8,3 .. this means if u have 3 e- extra on comparing to the nearest inert gas Neon , so aluminum loses these 3e- to get into stable state... therefore 3 is it's valency... hope u 'll understand!
