For cations,
Take an anion of a known charge and note the amount of atoms of each combine with each other.
Example :-
To know valency of sodium, we know valency of chlorine is -1
They for compound NaCl
As 1 atom of Cl combines so valency of sodium is one
For anions we take a cations whose valency is known

the valency of an element can be determined by number of electrons in the outermost shell of each atom of an element.
the valency of an atom is equal to the number of electrons in the outermost shell if that is 4 or less otherwise the valency is equal to eight minus the number of electrons in the outermost shell.
