How to find whether any solution is buffer solution or not?

HNO3 looks like an acid but it's a strong acid. Well right off the bat, you know that this can't be a Buffer because you have a strong acid already present in your solution.

Remember, a Buffer is a weak acid and its conjugate base. So, not a buffer, because you have the strong acid there
