This article provides basic FAQs towards opening a pollution control checking centre for petrol, diesel and other types of motor vehicles in India.
What are the site requirements?
It should be a petrol pump or a retail outlet of an oil company.
OR
It should be an authorized workshop of a manufacturer of vehicles having minimum workshop space of 400 sq. ft. for checking 2 and 3-wheel vehicles and 1000 sq. ft. for checking 4-wheel and other vehicles
OR
In the case of an individual/firm/company, the minimum space requirement is 200 sq. ft. in the conforming area, with adequate parking space to ensure there are no traffic jams & the general public is not hampered in any way.
What are the instruments and equipment required?
For Checking of Diesel Vehicles
An approved make of smoke meter as per the guidelines laid down under rule 116 (3) of the Central Motor Vehicle Rules, 1989 (with RS 232 port and wherever RS-232 port is not built in, a suitable adapter to convert Analog signal to Digital signal).
A computer with at least:
1 Gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor.
1 Gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)
100 GB available hard disk space (32-bit)/ (64-bit)
A 17-inch color monitor and keyboard with mouse
4 USB Port, 2 Serial Port, 1 Parallel/Printer Port
Java (jdk) 1.8
Windows 7 OS (licensed version)
USB Web Camera
Printer – Inkjet/Laser color Printer
Uninterrupted power supply (UPS)
Dedicated broadband / internet facility with minimum speed of 1 (one) mbps.
Good antivirus software in the computer.
Any software as per guidelines of Transport Department.
Note that while submitting your application, you will need to provide:
(i) The concerned smoke meter's valid approval certificate including conformity of production (COP) from any agency referred to in rule 126 of Central Motor Vehicle Rules, 1989.
(ii) The AMC contract for smoke meter and other equipment taken (enclose self-attested details)
