I can give you some points.I usually follow the.
1) Choose a topic that you know about.Do not choose a totally new topic.
2)If the topic is given before speech,then do not get nervous.First collect some normal facts about that topic in your brain.Don't just repeat "I shall now start my speech....etc" in your head.
3)Stop reading before 30 minutes of your speech.
4) Don't chat with friends before speech.Its very important.
5) Drink lot of water.
6)Spend time on your speech at least one day.

The most effective extempore speech is started with the lines, thoughts or Wouter said by famous personalities like Abraham Lincoln, Shakespeare, etc.
Whenever you go for an extempore carry a nice book filled up with quotes.
Elaborate the quote then start connecting it the topic given. You need not to mug up the speech. Have a small piece of paper with you, write important points on it. Just learn those points. You need to be confident enough when you speak. Try to give live examples and also the daily news incidents will enhance your speech.
