How to know if the atom is electronegative or not??

Electropositive nature means tendency of an atom to release an electron. If an element trends to release an electron to gain a stable electronic configuration, it is electropositive. All meals are electropositive as they release an electron forming a cation.

Electronegative nature of an element means it's tendency to attract bonded electrons toward itself, polarising the molecule.

In general you can say that the elements which have less than 4 electrons in their valence shell are electropositive while those having more than 4 are electronegative.
