It is measured in the pH scale. pH 1 - 6 are acidic. 1 means higher acidity while 6 is lower. 7 is neutral. Above 7 is basic.

yes in that case also you can use pH paper. it changes the colour of the ph paper with the acidity and basicity.

practically by using pH paper we can know.
lesser the pH value stronger the acid is and greater the pH value is stronger the base it is.
