You can make it using modeling clay or thermocol

You can use thermocol for the main base and plastic material for the structures inside them.... you can use paper cuttings for that also but in such a manner that it looks 3D. Then include some of stationery and art & craft stuff to give it a more realistic look... I don't recommend you to use simple paper, although you can use mount board paper...
