You need:
Large colourful craft papers (A3 size is good)
A compass
Scissors
Glue
Now it’s time for some math! No, seriously. The length of an A3 sheet is 42 cm, so double that to get the circumference of the circle and do all the working out to get the radius of the circle..and voila! You should make a circle with a 13 cm radius. How to do this? Just draw a line measuring 13 cm and then using the end points to go around the circle.
Take an A3 sheet of colourful paper and fold it in half the long way. Cut the halves and then join them together by the short end with glue. Due to the hard math we did in step #1, the long strip created in step #2 will fit around the circle. Whew! Good going.
Now it just gets easier from here. Fold the long side by a little bit (say 1.5 cms or so) on the whole length of the strip. This
On the other long side of the strip, fold it by the same amount.
Snip, snip, snip to create a fringe along the length of the little folded parts on both sides.
Voila! Now you have a long fringy strip. Curve it into a circle.
Using the circle template we made in step #1, join the ends of the long strip. (Do not stick to the circle template yet. That goes on top. The tier has to be hollow. I’ll tell you why later.)
The first tier of the cake is done! Now, stick the circle template on top. It will easily stick with the fringe.
