As mentioned, Helium is an element, and cannot be synthesised like a chemical compound. For more information, read Is helium a finite resource? However, if you're looking for a lifting gas to fill balloons, hydrogen gas can be easily and cheaply produced at home. Just pop water, caustic soda and some aluminium foil in a wine bottle (do NOT use plastic bottles!), whack a balloon over the top and watch it inflate. Hydrogen can also be produced easily via electrolysis, and the are heaps of videos on youtube about that.
Hydrogen is more buoyant than helium, so the balloons will float more, but unlike helium, hydrogen is not an inert gas, so I don't know what will happen if you inhale it. It will probably make your voice sound funny, but something else horrible may or may not happen too.

Add soda to the balloon (two teaspoons per balloon), and pour half a glass of acetic acid into the bottle. Don't add too much soda. Put the balloon over the bottle: the soda from the balloon will fall into it, and an intense reaction will begin with the release of CO₂, making your balloon will inflate. The ballon inflates and rise due to the formation of helium gas.
