How to make sense of this definition of a reference frame?

Most of the textbooks I have seen take it for granted and they just refer to some set of spacetime coordinates. A more mathematical definition I found defines spacetime EE as an affine space over R4R4 and then defines a frame of reference as a 5-tuple (P,v1,v2,v3,v4)(P,v1,v2,v3,v4) where P∈EP∈E and (vi)(vi) is a basis of R4R4. But with this definition I cannot make sense of the phrase "a frame moving with respect to another".
