Sorry. I couldn't find an easier answer. Interesting question. Will think more 'bout it...

First hydrolyse chlorobenzene with a strong alkali metal hydroxide at 330^C.

Chlorobenzene -----(NaOH+H2O at 330^C)-------->Phenol.       [Dow's Process]

Now just perform nitration of phenol.

Phenol-----HNO3+H2SO4------> 2,4,6-Trinitrophenol.
