For new android or iOS phones we have options in the notification panel to turn on/off flash.
If it's not visible there then there's an option to change the display of notification panel options.
You can add the flash option if by default it's not available there by going to setting or sort option.

2nd method:
For other phone or older one that don't provide this option.
You can install any torch app from the play store or app store.
