First create a document file or picture file using some application. Then store it on the computer or some directory.
While answering a question or when creating a question, you will have some buttons in a tow... You have to click on the hand - palm like / paper clip like button. then drag and drop the document file... Or enter the path name of the picture file.

hmm...i think aftr answering the question we can edit the answer n in the edit box at bottom attachment option is there....
