Explanation:

Si O2 isn't that easy to disolve, only HF and strong alcalies do that, but then it's no more Si O2 anymore.

An easy way to precipite Si O2 is from TEOS, tetraethyl silicate, this can be hydrolyzed by use of, water and activador like H Cl or N H3 in a solvent like ethanol.

The Si O2 by this prozess is used per se as binder in p.e. coatings with zinc dust.
