Not being intellectually lazy, I would start with researching and reading the existing reports (Reports) by the World Health Organization to get an idea about what they contain, the style of writing, the scope of content or extent of analysis etc. I would also look through some web pages that describe the different kinds of UN reports (such as Research Guides: UN Documentation: Overview: Reports) to get a context for the report I need to write as well as what would be expected in a WHO progress report.
