4x+3/9 + 13/18
= 2(4x+3) + 13 / 18
= 8x + 6 + 13 / 18
= 8x + 19/18
= 2(4x+3) + 13 / 18
= 8x + 6 + 13 / 18
= 8x + 19/18

I think there is a misprint in the question.
Instead of 13x/18, it should be 13/18. Then only the given answer will come
