This will give,

2x + 3 - 5x - 4 whole upon 5x + 9.

This will give,

-3x - 1 whole upon 5x + 9.

Now we can equate this with the RHS.

$\frac{-3x-1}{5x +9} = \frac{-7}{3}\\ \\= 3(-3x-1) = -7(5x + 9)\\\\= -9x -3=-35x-63\\\\= 63 - 3= -35x + 9x\\\\60 = -26x\\x = \frac{60}{-26}\\ \\= x = \frac{-60}{26} \\\\= x = \frac{-30}{13}$
