It's Given in the question that :

 \frac{3 {}^{ - 7} }{3 {}^{ - 10} }  \\ according \: to \: the \:  \: law \: of \: exponents \:  \\  \\ (3 {}^{ - 7 + 10} ) \times 3 {}^{ - 5}  \:  = 3 {}^{3}  \times 3 {}^{ - 5}  \\  =  > 3 {}^{3 - 5}  = 3  {}^{ - 2}
