Relative motion is actually motion of a body with respect to other. For example when you are sitting inside a cabin of train you are in motion with respect to the people standing outside but you are at rest for the people sitting inside.

So, to stop such motion, you should bring that body to rest which was moving with respect to the other. Such as in case of train, if train stops, it is at rest with respect to the person standing outside.
