To teach English to those who don't understand it first start with the basics like tense, teach them how to construct a sentence, correct their mistakes, don't start with tough or complicated sentences start with the easiest ones teach them the proper method of speaking and using future, past, present tense and slowly raise the level of English. Making English compulsory will not be a good idea who cant speak english may be insulted by those who speak english this way they may feel bad and loose morale.
