The government and legislature should make laws keeping these needs of the masses in mind.

The government devised law to help with the needs of the government, not the people. When the needs of the people were considered, it was a long way 2nd, and was the needs of people with money, power, or other ability to influence the government. The needs of Joe Average was an almost out of sight 3rd and was/is mostly propaganda that said how much they pretended to care.
