How to track gps location when the signals are weak?

GPS Location trackers are too expensive if you are not a part of the military team my friend. GPS Trackers works in your phone only if there is internet connection or you have programmed or in simple words hacked someone else's internet connection. Other than that when signals are weak there is no method.
