The key to learning a language is finding a balance between studying and practicing. Speaking English fluently isn’t the same as knowing perfect English grammar – even native English-speakers make grammar mistakes! Fluency is about being able to communicate. That’s why sometimes it’s important to put the grammar textbook away, so you can go out and practice those writing, reading, listening and speaking skills in the real world.

It's not easy. I have spent years and years myself in learning english. Now I'm fluent and can speak clearly.
Follow these :
(i) Watch a lot of English Movies and TV Shows. If you do not understand a word, look up the dictionary.
(ii)Practice a lot. Read and spend time asking people fluent in English, or go to your nearest Spoken English Tutor. Note: Some people, like me, did not need to attend an English Class, due to many reasons. If you don't want to go to a class, practice and practice.
(iii)Try to speak in the English you have learned so far, instead of your native tounge until you attain fluency.
(iv)Try writing small Literature. If you think you're fluent enough, just improve it by reading and writing literatural works. Read a lot of poems, especially the ones that rhymes, it's good for you.
