Rolling friction is the resistive force that slows down the motion of a rolling ball or wheel. It is also called rolling resistance. However, resistance from static sliding friction is what really causes the wheel to start rolling.

relation between frictional force and wheels is given below :-

firstly let us understand the main topic in the question which is frictional force :-

Frictional force :- the force cause by friction. let us understand it clearly when any object slide on the surface no matter the surface is smooth or soft than the collision occur between the object and the surface which cretes a frictional force .

so, when wheels roll on ground it also collide with the ground and exerts the force called. frictional force and some of the energy get wsted during this process in the form of heat .

so , we can say that frictional force and wheels are related to each other . or abscence of any one of them will never ever create frictional force .
