Yes, I think u hav a way. U can apply for colleges and universities in Canada, I am not sure if u vil hav to send ur marksheets to WES for evaluating ur education on their standards. For immigration purpose one has to get their degrees evaluated thru WES. You will also have to write IELTS academic test and score some specified points to qualify and most expectedly wait for call from the institute's u hav applied. This may not b all info wat u need but it may help as a blue print to start ur research.
