I would suggest being courteous and positive.

First, introuduce yourself and explain your interest in the school library. Do you find it helpful? Do you enjoy visiting the library? Are you a fan of books and reading? Of course be honest, but also be positive before you make your request.

Then explain what you think needs to be done, and why.

In closing, thank the principal for his/her attention in the matter, again being courteous and positive.

Be sure the letter doesn’t contain mispellings or errors of grammar and punctuation. You want to make a good impression! It wouldn’t hurt to have your English teacher review the letter, or someone whose English skills you respect, unless you are very confident in your own writing.
