You can write a letter on one side of A4 paper , with original hand writing with blue/black ball pen and pack it in envelop, write ‘‘To Hon’ble Prime Minister Sir, ( 7, Lok kalyan Marg , New Delhi- 110011 )” to upper left and write your name at bottom right , send it from post office. Don't forget to mention your contact details on envelop on back side.

Also you can send it to “PMO office , E block , Central Secretariat , New Delhi -110011”.
You can digitally send the letter by text at www.pmoindia.gov.in
Since over 5 thousands letters are sent to PM sir on routine , some IAS officer will read it and if he think it is important , then it will be sent to PM sir.
I wrote a letter to PM , and suggested him to implement one nation one language, since Different languages faced discrimination in past 500 years across nation, and also led to conflicts.
One common language must be initiated to strengthen the unity of India, in school across the nation.
( which must include words from Hindi , Tamil , Telugu , Bangali , Punjabi etc ) , Most probably sanskrit includes all these languages. On 11 September 1949 , BR. Ambedkar asked Parliament for implementation of sanskrit as one nation one language, but case is still pending.
