The lights on a vendor's cart are powered by a battery. They are low-voltage tubes which require a couple of batteries instead of the mains power to make them light up. Or else they use a small generator.

In a  vendor's cart there are small batteries placed which give the power to the tubelight and supply the electricity energy through the wires . Ultimately the electricity supply result in the light up of the tubelights. There are mostly small batteries used in the vendor cart because the need of electricity in them is also usually small.
