Charge of the electron was determined by doing the gold foil experiment by Ernest Rutherford under which fast moving alpha particles were made to fall on a gold foil and thus determining the negatively charged as well as the positively charged part of the atoms.

The mass of electron is 2000 times smaller than the mass of Protons. The mass of proton is the main mass of the atom and it was found out by using the Avogadro number by Amedeo Avogadro.
