How was colonial control established over forest in jawa?

forest laws were enacted in java. dutch government started to use a system by which they extract free labor from the villagers. even they started using the forest timber for building ships and railway line tracks. by this way they controlled the forests and prohibited villagers from doing their many activities in forests like collecting timber, hunting etc.
