During the 1905, revolution tha Tsar Nicholas II, allowed the creation of an elected consultative parliament called Duma. The first duma was dismissed within 75 days and the second re-elected Duma within three months by the Tsar. He did not want any questioning on his authority or any reduction in his power. He changed the voting laws and packed to the third Duma with conservative politicians.
