In the 1800s both Germany and Italy comprised of independent states, both  provoked a war with France in the 1800s. Revolutions in both Germany and Italy led to the their unification, that is, Germany independent states united to form one state while Italy independent states united to form Italy as one state. Parliaments in both Germany and France clashed with their king.
