The engineers and mechanics managed to construct an enormous framework of wheels that worked as a pulley. 1500 horses are required to drag that frame

Lilliput kingdom had extraordinary engineers and huge number of soldiers.

Gulliver was lying unconscious on the beach of the ocean after his ship was wrecked in cyclone and went out of course. Lilliputians built a huge wooden frame on which Gulliver could be laid and then wheeled to Metropolis , the capital.  The city was half a mile distant from the beach. It took two days to take him there. Gulliver lied like that tied to the frame. If he move any way, they were to shoot him.

The wooden frame was 3 inches above the ground. It was four feet by seven feet.  There were 22 wheels under it. Then they had a mechanical engine to drag the wooden frame.

First Gulliver's body was to be erected upright and then put on the frame.  There were 80 poles of 1 foot each high. The chords (ropes) were very strong. There were many hooks put to the countless bandages on his body. The cords were tied to the hooks. Gulliver was not able to move his neck or head. The bandages were all over the body.

About 900 strong Lilliputians and fifteen hundred horses were engaged to drag (wheel) him.
