There is quite some ambiguity on this topic.....but I feel it would be safe to assume that there were 2 parts to say the least....
1) mehrgarh is the oldest city....preceding harappa and mohenjo daro...
2) mohenjo daro, harappa are very close in terms of distance and city planning....both follow similar types of architecture, (granaries and great common bath might be some exceptions), but apart from that in terms of the big palace (apparently the administration or the ruler....not much clarity there....I think it was a democratic govt), similar gutters and waste management system.....similar way of building houses, sheds, coins, pots etc....they could have been under the same administration....
3) Dholavira and Lothal in Gujarat.....Dholavira is supposed to be situated on the banks of erstwhile saraswati river which vanished over the years.....dholavira was a big port just like lothal!
There were many similarities in the way water from the sea was brought in to the village for ships and boats.....formation of a creek and then a lake...a flood supposedly destroyed both the cities but they match in choice of landscape and shared the same river.....possibly the cities were in contact with each other....
4) kalibangan is a city discovered in 2003 which has a lot of similarities to lothal...it is situated on the banks of bhakra and ghaggar( tributaries of erstwhile saraswati).....fire altars are similar to those found in lothal but city planning matches more with harappa and mohen Jo daro...there are many smaller sites near kalibangan as well....problem is they say kalibangan was inhabited in 2 phases.....some say at the same time as harappa....some say during the last stages of harappa....but it's more or less similar....
