People here seem to forget that because the French Republic called itself a Republic, it was very interested in the Roman Republic.
The Roman Republic had many deities associated to what we would think of concepts. One of them was the goddess Libertas. The French did not represent Libertas because she had anything specifically French, but because all the West understood that the idea of Liberty had that appearance.
It’s simply because Libertas is a goddess that the idea of Liberty is female.
