The tribals of Bastar were for long exploited by the policies of the British. The rebellion was organised and financed in the following phase:
(i) Mango boughs, lump of earth, chillies and arrows were circulated between villages. These were done for inviting villagers to rebel.
(ii) Every village came forward to contribute to the expenses of the rebellion.
(iii) Bazaars, houses of officials, traders, schools and police stations were burnt and robbed and the grain redistributed.
