For starters, England's power structure was divided between the House of Lords (aristocrats) and the House of Commons (commoners), while the Estates-General was divided between First Estate (aristocrats), Second Estate (clergy), and Third Estate (commoners). Furthermore, while the English king in theory had the authority to dismiss Parliament, he dared not to, lest it inspire revolts; such was the case regarding the English Civil War. By contrast, the French king expected to be able to dismiss the Estates-General at his whim.
