The constitution cannot be changed or updated through the regular legislative processes because it is the core text governing how the state operates. It is carried out by a constitutional convention or constituent assembly, and the constitution also outlines the norms and procedures for doing so 1946 saw the election of India's first constituent assembly, which also functioned as the country's first parliament after independence. Under the British Raj, there was a state legislative assembly that indirectly elected them. It was established following agreements between the British Cabinet Mission members and the leaders of the Indian Independence Movement. The First President of the Constituent Assembly was decided upon to be Dr. Rajendra Prasad.
