Under the Permanent Settlement, the rates of revenue were fixed permanently, i.e. it was not to be increased ever in future. But in the mahalwari system it was decided that the rate of revenue would be revised periodically, not permanently fixed.

Under the Permanent Settlement, the zamindars were given the charge of collecting revenue from the peasants and paying it to the Company. But in the mahalwari system this charge was given to the village headman.

MAHALWARI SYSTEM

Holt Mackenzie devised it, and it came into effect in 1822.

The epicentre of the system was a village.

Villages were called ‘Mahal’.

The estimated revenue of each plot within a village was added up to calculate the revenue that each village (mahal) had to pay.

The revenue was to be revised periodically.

The charge to collect the revenue was on the village headman.

PERMANENT SETTLEMENT

Permanent Settlement was brought by Lord Cornwallis in 1793.

There was no such epicentre.

The revenue was fixed that each zamindar had to pay to the company.
