I think Herbert is responsible for his death. Even though Mr. White made the first wish Herbert was the one who wanted the 200 pounds . I also think Herbert knew he was going to die when the made the first wish and the money didn't come .And when Herbert said that he shall never see the money.

Mr. White is most responsible for the harm done because,"With a slight cry White stooped down and snatched it off the fire." If Mr.White would have let the paw burn none of this would have happen. If he would have left it in the fire it would of been destroyed and none of this would have happen.

I think that Mr. White is responsible for the consequences that happened in the story. Mr. Morris warns him about the paw but he decides to wish anyway. He even says "It seems to me I've got all I want."
